The humanitarian context indicates limited technical expertise, organizational leadership and managerial skills among local non governmental organizations (LNGOs) at the forefront of nutrition response. In Somalia, this is as a result of prolonged civil insecurity which has minimized investment in education and other disciplines. Additionally, there is inadequate evidence-based information on communities’ resilience by some of the actors. Given this context, the understanding of factors underpinning the poor nutrition situation and how these can be addressed is low.
Program response does not consequently often measure up to the internationally recognized minimum standards for humanitarian response stipulated in the Sphere 2011 handbook, even for secure and accessible areas. Disaster affected persons on the other hand have limited knowledge of nutrition and are unable to maximize on available options within the challenging security
